SPATIAL JUSTICE, SOCIONATURAL DISASTERS AND POLITICS OF SPACE

In Volume 28, N°2 (2019) of Journal Cuadernos de Geografía: Revista colombiana de geografía our latest work in collaboration with my dear friend and colleague Dr. José Sandoval Díaz has been published, entitled "Spatial justice, socionatural disasters and politics of space: Sociopolitical dynamics in view of the floods and recovery processes in Copiapo, Chile" (Astudillo Pizarro, 2019). In this article we have proposed two aims, one theoretical and one empirical, with  the first one we wanted to explore the theoretical and conceptual bridges between the field of spatial justice and the sociological disasters and risks, recovering the Lefebvrian notion of Politics of Space; while in relation to the background, we made an empirical and comparative contrast examining the sociopolitical dynamics of organization and mobilization in three localities in Copiapó, in the Atacama region (Chile), which were severely affected in the May floods of 2017. This empirical analysis accompanies the post-alluvial process, and sought on the one hand to test the previously assembled theoretical reflections, and on the other, to relieve the dimension of the agency of communities and populations within the framework of post-alluvial processes in the 2017-2018 period against socionatural and political constraints.
It is an ethnographic work with important spatial components, which also incorporate elements of the ethnography of virtual spaces that expand the ethnographic field to the new instances of sociability and virtual communication, highlighting the role of these instances and technological mediations in the framework of the production of new public spheres and the dynamics of response of the communities in the processes of problematization of the risks and the maturation of a socionatural understanding of the disasters that incorporates a critique of the subsidiary State´s role and the market economy.
Those dynamics of organization, mobilization and enunciation show that, both the consequences of the floods and the problematization of the risks are crossed by different demands of spatial and environmental justice, which problematize the distribution and distribution of the risks, the demands for the recognition of territorialized communities and procedural forms of justice in which legitimacy emerges in tension with normative legality, shaping emerging forms of risk governance. Localities, communities and populations that place their focus on claims in the State, also making visible the ghostly role of the market in the intensification of risks for populations and communities.
The notion of Space Policies, taken from Henri Lefebvre, allowed us to problematize those dynamics from above and from below, whether from the policies of space production, financing, decision, design and execution of territorial ordinances and rearrangements, to multiple practices of negotiation, resistance, appropriation and mobilization of local actors against these structural conditions, interspersing theoretical elements of structure and agency in our analysis.
The sociopolitical analysis shows that territorial planning constitutes a new focus of dispute, processes in which rescuing the notion of "critical agents of urban planning" proposed by Marcelo Lopes de Sousa, we show how communities mobilize "with", " in spite of ”, and“ against ”the State against space policies that sacrifice the population against possible risks and proven effects after the floods of 2015 and 2017 in the region studied.

GEOPOLITICAL FLOWS OF PARANA RIVER

Parana River 2019, Rosario city, Argentine.
The Paraná River is not only an impressive landscape, its monumental river currents are also metaphors of its historicity. Its long history of explorations highlights its strategic geopolitical character, which makes it impossible to think about its history alone, but above all its present, through the lens of hydropolitics.

The Paraná river is also a huge infrastructure of the production modes of agro-export extractivism. Enormous transnational ships parade in front of Rosario City (Argentine) through the Paraná-Paraguay waterway, currently concessioned to Belgian capital until 2021. The renewal of its concession has awakened the lobby of Dutch, Belgian and Chinese capital interested in taking over the new privatization fluvial cycle.

SACRIFICE, PRODUCTIVISM AND PERONISM

Today we will focus on the notion of sacrifice thought from the political economy, and particularly from the open discussions around Peronism.
We take an audio-visual appointment (which we present transcribed and translated), this is a fragment of the film "Juan Domingo Perón - Actualización política y doctrinal para la toma del poder" (1971) by the filmmakers Fernando Solanas and Octavio Getino, both referents of the group "Cine Liberación". The film is basically a series of extensive interviews that the filmmakers do with Juan Domingo Perón during the last part of his exile in Madrid.
In the interview, referring to the positioning of Peronism as a particular form of third way, in particular to the criticism of liberal and socialist productivist projects, General Perón introduces the notion of sacrifice to name and think the processes of exploitation of the working masses . In the Peron trial, both capitalism and real socialisms had failed to "sacrifice" people, in the words of Juan Domingo Perón:

"(...) Between the international dogmatic Socialism and Capitalism the difference is not so remarkable, because one is a state capitalism and the other, it is an individualistic capitalism. (...) Both submit, and also obtain great But both, in my opinion, are based on the sacrifice of the peoples.
We want that sacrifice to disappear and that the same work be done without sacrifice, only with effort. That is justicialismo. Now, that is socialist, natural that is socialist, because it seeks those forms of coexistence with great accent in the social aspect. That is, that man belongs to the community but the community also belongs to man. That is to say, for us, the justicialista government is the one that serves the people, that does not serve any other interest that is not the people and does what the people want. And within those forms, he fights for the greatness of the community in which he lives. Combining the individual with the collective is our revolutionary project, and doing so is one of the forms of socialism. " (Perón, J.D. 1971).

The notion of sacrifice used by Perón operates as a political and discursive resource, focused on a development model oriented to industrial development and wage labor. Acording to Perón, his third way model it would have to "harmonize the individual with the collective", in this last dilemma we can see the underlying tension between in one hand, the general interests of the nation and the people, and the particular interest on the other. In this sense, although the metaphor used by Perón is interesting, the centrality of popular masses and working people as subject of analysis leaves out other forms of productivist sacrifice over territories, territories sacrificed by the totemic legitimacy of the Nation State, which expressed itself in trajectories productive as the YPF,  state in energy and hydrocarbons since the 1920s, a company whose metabolism has marked not only the imaginary and patrimonialized representations of its productive history, but also in its environments and landscapes.
Although, Perón boosted the productive development with the purpose of strengthening the national industry and with it, to strengthen the workers' social rights and the centrality of the work. However, this development strategy would lead to the productivist paradox that social justice would entail expressions of environmental injustices in relation to the unequal distribution of the costs of progress (Faburel, 2010).

Environmental costs that would be assumed by communities in the provinces, far from the urban centers of power, giving an account of geographies of control (Massey, 1994).
The french philosopher Réne Girard has argued that sacrifice is an ambivalent force, simultaneously criminal and sanctified (Girard, 1972). Under a productivist matrix, the rejection of the sacrifice of the people as workers massas, would necessarily lead to the sacrifice of territories and communities.
We believe that this point opens the possibility of new questions and reflections on the zones of sacrifice, resuming and expanding the use of worker sacrifice as exploitation of workers towards a conception of sacrifice as a form of alienation of space within the framework of a vision of the historical process that contribute to overcome the encapsulation of critical environmental thinking in the neoliberal conjuncture.

NEW BOOK: RECURSOS, VÍNCULOS Y TERRITORIOS. A cosmopolitan contribution to rethink hydrosocial issues in global south.

This March 22nd, with regard to the celebration of World Water Day, with the Program Spaces, Policies and Societies, we are very happy to present the book "RECURSOS, VÍNCULOS Y TERRITORIOS: Inflexiones transversales en torno al agua" (UNR Editora, 2017) compiled and edited by Carlos Salamanca Villamizar and myself, after more than a year of editorial work, meetings, travel and research.
Carlos Salamanca Villamizar y Francisco Astudillo Pizarro (comps.).
In this book we have gathered several contributions that explore a diversity of plots and tensions at a global, national and local level.
In these dynamics, water as a hybrid element plays a nodal role, in relational and contradictory dynamics in tensions that operate and are spatialized on multiple scales, in which populations, States, capital flows, civil society, institutions, rights and territories they energize and stress heterogeneous hydrosocial fields in the context of the expansion of neoliberalism.
The book presents both theoretical reflections and empirical studies, as well as sociopolitical experiences that refer to case studies from four continents, we are fortunate to have had the participation of outstanding researchers from twelve countries, which together give the book analytical diversity and global reach.

In the work we also emphasize the historical imagination, promoting an attentive approach to the trajectories and drifts of the history, in this way, the water bodies and the territories, are also studied in the long term and conjunctures, with what issues like expansion of nation-states, the development of capitalism, colonial issues and modernizing projects as processes relationally articulated by water, give the work a marked historical depth.

With the contributions of Karen Bakker, Rutgerd Boelens, Jaime Hoogesteger van Dijk MSc, Jeroen Vos, Philippus Wester, Jose Esteban Castro, Farhana Sultana, Chandra Talpade Mohanty, Sarah Miraglia, Manuel Prieto, Ugo Mattei, Gaston Gordillo, Alain Musset, Erik Swyngedouw , Matthew Gandy, Géraud Magrin, Diego Ríos and Edith F. Kauffer Michel.
We both (with Crlos Salamanca) wrote a detailed introductory study, in a comparative and analytical logic that explores diverse analytical fields and that weaves the axes, and links between all the included contributions.
Soon more details.

Abstract

EVANS-PRITCHARD. THE NUER AND THE PIONEER WORK ON ANTHROPOLOGY OF SPACE

Some years ago, I met a classic of British anthropology literature, which end up exerting a profound influence on me when i started to rethinking the relationships between society, speace and time, it was "The Nuer" written by British anthropologist Edward Evans Pritchard, especially in chapters 2 and 3 of this work, respectively entitled "Oecology" and "Time and Space".
Originally published in 1940, "The Nuer" is an intense monograph built on a dense field work, in which Evans-Pritchard explores the ways of life and political institutions among the tribe of the Nuer in Sudan during the early years thirty. What makes this work particularly interesting from the reflections that are part of the "spatial turn" is that precisely this early ethnography anticipates several relevant issues. Evans-Pritchard interpreting the Nuer ways of understanding space, denatures their own western spatiotemporal conceptions, for the Nuer people (the author says) there are no categories of space and time as independent forms, but rather, both are actually constituent in an integrated between society and environment, mediated by social rhythms.
While authors of classical sociology as Émile Durkheim and Marcel Mauss (1902)of French School of sociology and ethnology, or the German sociologist Georg Simmel (1903) addressed the issue of space as an epistemological and sociological category, the particularity of Evans-Pritchard´s work was that this is a theoretical reflection rooted in ethnographic research, constructing theoretical reflections from field work, which shows the integration between the rhythms of social life and activities, the materiality of space and social relations between humans and animals as relational elements to understand the time and space as processes overlapping social existence, revealing the constructed character of space.
In chapter two, the author describes and think about diverse aspects that constitute the material and spatial frameworks of the Nuer, a tribe that at the time of Evans-Pritchard´s fieldwork, was a group of people with seasonal mobility in periods of flooding in areas bordering the Nile river. in this second chapter, Evans-Pritchard importantly highlights the place of the cattle, which had an economic relevance for the Nuer, exploring also a social dimension in relations between the people and their animals, that is especially relevant to understand the theoretical reflections of chapter three, on the notions of time and space as representations while materialized as social practices.
Years later, reading the work of philosophers like Henri Lefebvre (1991, 2004), or geographers as Yi-Fu Tuan (1977) or David Harvey (1989), I found some important parallels to the pioneering ideas and empirical work of Evans-Pritchard and the so-called "spatial turn", however, has been not studied and read in contemporary geography. In the sociology of the "Movility turn", Evans-Pritchard and in particular his work on the Nuer has been re discovered by authors like John Urry and Scott Lasch (1994), who also had rethinking the space and the rhythms of social life in the global world and late modernity.

Reading the classic and inexhaustible Henri Lefebvre´s "The Production of Space" I found two mentions of Evans-Pritchard work, no one of the references refers to "The Nuer" or the chapters mentioned in question, so that the links between philosophy spatialized Lefebvre and the work of Evans-Pritchard as a pioneer of space reflection based on empirical research, still opened for futures development and research. In fact it is part of one of my future projects in which I will explore the links between spatial perspective of anthropology of Evans-Pritchard and other theoretical and disciplinary lines on human geography.
For some notes of chapter three on spanish click here
I remembered the intersection between space time, regarding a comment made by my dear friend, the geographer Philippe Gervais-Lambony, about one of my presentations on environmental justice and creative destruction, when He argued that we can´t think about space without thinking about the time and temporality

INTERDISCIPLINARY CONFERENCE. JUSTICE AND SPATIAL (IN)JUSTICE IN ARGENTINA. Conflicts, Experiences, Territories.

INTERDISCIPLINARY CONFERENCE
8 and 9 september 2016, Centro Cultural de la Cooperación Floreal Gorini, Buenos Aires.
In this Interdisciplinary conference,  we´re going to explore some theoretical depth and posibilities of the spatial justice and it´s negativity, the spatial (in)justice, articulating it with collective experiences in our continent in the neoliberal conjuncture, opening multiple topics of discussion in the contemporary argentinean and latinamerican social sciences community.
The theoretical debates of justice (John Rawls, Iris Marion Young, David Harvey, Alain Musset)  and the density of the “spatial turn” (Edward Soja) as a contemporary paradigm,  are the starting points for the analysis of a multiplicity of spatial tensions, territorial conflicts, evictions, dispossessions, violence, socio-environmental struggles and other critical situations, studied by some of the main lines of social research and collective action in Latin America, paths that it can be rethought through the notion of spatial justice.

Crossing the fields of political ecology, urban planning, regional studies and the politics of memory in our continent, The Interdisciplinary conference, it´s seek´s  to open a broad discussion on the subject at the regional academy, plus provide a forum for the exchange of multiple collective experiences, enriching future discussions on spatial injustices from the southamerican spatial knowledge.

DESIERTO
